Mormugao Port Authority (MPA) has received clearance from the Goa Coastal Zone Management Authority (GCZMA) for its planned domestic and international cruise terminal at Mormugao Harbor (Goa, India).
The new facility will also serve Ro-Ro and Ro-Pax ships (car carriers and ferries).
The Coastal Zone Regulatory Clearance is a key milestone for the MPA’s vision to establish a modern terminal, equipped to handle increasing volumes of cruise passengers and vessels.
As outlined in the project proposal, the terminal is expected to drive both national and regional tourism growth. The approved project, with an estimated budget of Rs 101.72 crore (~US$12M), will see partial funding from the Ministry of Ports, Shipping, and Waterways, which will contribute Rs 50.86 crore (~US$6M) under the Sagarmala Scheme. An additional Rs 50 crore will be provided by the Ministry of Tourism through its scheme for central tourism infrastructure development, with the MPA covering the remaining costs.
The development will feature a ropeway, quick ferry service, a commercial hub, and a dedicated Ro-Ro facility for vehicles. Designed with the comfort and convenience of cruise travelers in mind, the terminal will include duty-free retail outlets, lounges, a food court, parking facilities, waiting areas, luggage carousels, immigration and check-in counters, and comprehensive baggage and passenger handling amenities.
The primary terminal building, spanning 9,900 square meters, will complement a 3700-m2 commercial space aimed at offering an immersive shopping experience for cruise passengers and the general public. The MPA’s existing 450-m cruise berth can already accommodate major vessels, and when needed, a secondary berth leased to the Indian Coast Guard and Navy can support the simultaneous docking of two ships.
The terminal represents a significant investment in Mormugao Harbor’s capabilities as a modern cruise gateway to Goa.
