The Government of Cape Verde, in partnership with Invest International (ORIO Fund from the Kingdom of the Netherlands) and the OPEC Fund for International Development (OFID), is overseeing the ongoing development of the Mindelo Cruise Terminal at Porto Grande.
Designed to enhance the country’s cruise tourism sector, the project represents a strategic investment in Cape Verde’s maritime infrastructure.
The Mindelo Cruise Terminal is being developed to modernize and expand Porto Grande’s capabilities while aligning with international maritime standards. The new terminal will include a 400-meter jetty to accommodate large cruise ships, a Visitor Welcome Centre, and a transportation hub. Dredging operations will optimize port depth, and quay #9, previously a fishing quay, will be rehabilitated for new functions. The construction, implementation, and operational phases are being executed by a consortium led by MOTA-ENGIL and EMPREITEL FIGUEIREDO under an EPC/Turnkey contract, with technical oversight from ARTELIA and NORVIA.
Environmental and social responsibility remains a key priority, with extensive environmental and social impact assessments conducted to ensure sustainable practices. The Environmental and Social Management Plan (ESMP) addresses concerns related to water quality, biodiversity conservation, waste management, and noise reduction. Community engagement initiatives, including road safety awareness campaigns and public consultation sessions, are also being implemented to foster local participation.
Incorporating sustainability measures, the terminal is preparing for the installation of an Onshore Power Supply (OPS) system. This infrastructure will enable cruise vessels to connect to shore power, reducing emissions while docked. The system will be designed to support the simultaneous connection of two ships, ensuring compliance with international environmental regulations aimed at reducing port emissions.
The project also includes a Cruise Destination Development Plan (CDDP) to strengthen Cape Verde’s position as a preferred cruise destination. This initiative focuses on enhancing shore excursions, improving hospitality services, and promoting sustainable tourism practices. Collaboration with local businesses and international stakeholders aims to expand economic opportunities within the region. In 2023, Cape Verde recorded 171 cruise calls and ~87,000 passengers, with projections for 2024 indicating an increase to 250 ship calls and 110,554 passengers. The new terminal is expected to further drive growth in cruise traffic, with operational management working alongside cruise lines and tourism partners to enhance visitor experiences.
With construction scheduled for completion by the end of March 2025, the Mindelo Cruise Terminal is set to transform Cape Verde’s cruise sector. Continued investment and cooperation with international partners will position the country as a competitive and sustainable destination in the global cruise industry.
