The Philippine authorities rescued dozens of passengers on Thursday, November 8, after the Siargao Princess ferry sank in rough seas off Cebu City. Search teams are still working to confirm that all were accounted for.
Rescuers retrieved 59 people from waters, while another 3 swam to shore after the ship took on water and capsized.
The manifest showed sixty passengers and crew members aboard, the coast guard revealed but it's not clear if the list was complete. Manifests in the country are often not full accounting, because travelers may stow away or captains may exceed the official capacity of their ferries.
